In the Poison build, Unsettling Lamp makes the first debuff card of each combat a sequencing decision. Its stable effect doubles that card’s effect. It does not double every later debuff, and its text does not promise a bonus for drinking a potion.

Unsettling Lamp’s first debuff card

Check for Weak or Vulnerable before playing a Poison card. A familiar opening Neutralize can use the opportunity you wanted to save for Bouncing Flask. That is not automatically wrong: stronger early damage reduction may save more health than extra Poison. Make the choice using the actual enemy intent.

The relic rewards finding the right debuff early, but waiting several turns can be costly. Spending Energy on Block while holding a damage card is worthwhile only if the eventual payoff beats what you could have accomplished immediately. In a short fight, an ordinary opening debuff may be sufficient.

Snecko Skull improves Poison applications separately. Having both relics makes application order important, but it does not remove random targeting from Bouncing Flask. Against several enemies, a large theoretical total can still be distributed inconveniently. Check Artifact and other enemy powers before relying on a debuff to establish your plan; do not count a prevented effect as damage already secured.
