Arsenal and card creation

In the creation Regent build, Arsenal rewards creating a card, so its payoff is not restricted to playing random Colorless cards. A player-created copy or token can add Strength even if you never spend Energy to play that new card. Moving an existing card between piles does not create a new copy and supplies no creation trigger.

The practical sequence is to deploy Arsenal, create cards, then use the resulting Strength on attacks. Playing the attacks first gives up the benefit that later creations could have added. ## Use unwanted cards without flooding the next cycle

GUARDS!!! and BEGONE! transform unwanted cards into Minion cards. These interactions can clean up a poor hand while generating creation payoffs. More creation can also leave more cards to cycle through after the useful attacks are played. Compare the added Strength with the loss of access to the original deck. If your damage already kills the target, draw or defense can be more useful than another generator.

Arsenal’s upgrade adds Innate. It does not increase Strength per creation. Reliable opening access helps when the deck has generators that should pay off immediately, but an Innate Power also occupies part of the opening hand and costs Energy to deploy. Upgrade it when bottom-decked setup is the recurring problem, rather than assuming Innate is always preferable to a stronger immediate defensive hand.
